Ramos had served as APD's chaplain for 27 years, said Chief Charles Roca in a statement.
"Pastor Ramos served the city and its residents with distinction," the chief said. "Our thoughts and prayers are with him and his family during this time."
His Facebook profile says he studied at Colegio San José in Río Piedras, Puerto Rico, and that he served in the US Army during the Vietnam War.
Ramos is survived by his wife.
